Can you thread two nuts onto the remaining part of the bolt so you can use a socket or open end wrench to remove it versus a vice grip?

 

You don't need much heat. You just want to heat the stud a little to melt the loc-tite. heat the stud, not the fork and it doesn't require a lot of heat. Also, a good pair of vise grips with good teeth. Not the Chinese knock off's.
