I just put an ANBS, SERT and V&H Ovals on the bike yesterday. Right off I noticed a reduction in the heat when sitting at a stop light. Still warm but at least the pants don't catch on fire anymore....just kidding but you know what I mean.
In the proccess of buying a used 07 ultra with low miles and all stock. Bike still has a year of warranty left. What stuff from Harley will cure these heat issues and still retain warranty??

Do a stage 1 upgrade.
You don't need to do a complete stage 1 to cool down the bike. In fact, new AC and exhaust will only make it run leaner and hotter. A PCIII from Fuelmoto for $300 total will do the job. It's a "plug and Play" job, takes maybe 15 minutes--no need to pay a dealer for labor. I did mine and I can't even change the oil.

You don't need to worry about any of these mods affecting your warranty. Only if it can be proven that the mod was the cause of what ever happens. The stage one upgrade ( exhaust, A/C, fuel management ) is one of the most common upgrades and I don't think I have ever heard of one of these items causing any kind of failure.
I have the same shields as you, but one thing that I did and notice a big difference is to remove the vents from the lowers. Allows alot more air to the motor.
Any fuel management system is a improvement over stock. I also believe that any exhaust is an improvement. The bike is so restricted from the factory. After I added the slips, the a/c and the sert it was a huge I mean huge improvement, the rear cylinder reads about 300 degrees on a hot day stock. After the improvements closer to 230-240 degrees.
