I have a 2010 Ultra Classic and want to install 10" handlebars. The 2" over will fit much better for my 5'7" height. I've read several threads on topics like this but haven't found exactly what I need. My questions are: Do I actually need to change cables (clutch/brake), is this something I can do myself (so-so mechanically inclined)? Thanks
1. No, but may require some ingenuity to reroute cables behind fairing.
2. Yes, but it can be a real pain in the *** if you're planning on internally wiring.
I put the 10" LA Choppers Twin Peaks on my 2013 EGC without changing the brake line or clutch cable. I did reroute the clutch cable to come up between the radio support and the inner fairing and I also got the SE tbw to get rid of the green connector. It's not that difficult of a job, just take your time. The hardest part is pulling the right side control wires and TBW wires through.

Why wouldnt you change cables, the stock ones look awful.
You do not need to do cables for 10" bars, but be sure the 10" bars you are installing are true 10" and not upwards of 12". Companies measure their bars differently.
Here is a comparison I did recently when installing bars on my '08 Ultra. I didn't change any cables or wires, except for the SE TBW sensor. Do yourself a favor and get the SE TBW sensor. You will regret it if you don't. I did reroute the clutch cable between the inner fairing and the fairing bracket. There are pictures of the reroute in the link below.
Which 10" bars? All bars are not the same. When I went with Wild Ones Chubby's 575's, the clutch cable needed to be extended. (+4"). There was no way to not use the OEMs. When bars are wider than stock, taller than stock and demand a farther run of the cables, you need what you need. Call the manufacturer of the bars you want. Don't listen to all these posts (including mine), until you decide on a set of bars.
I just finished putting HD reach 10 inch bars on my 2012 bagger. No cables wires or hoses were necessary. Did not need to re route anything. I even ran the wires internally, still had enough wire to install as factory.
