I have an 08 Ultra Classic, and could use an extra 2" in handle bar height. Would this be doable without changing control cables?

You would want to change out the clutch cable to a 38649-08A cable. Could be done without, but would require reroute. There is enough of the other wires to not have to change. The brake cable can be rerouted inside the fairing to give a little extra room. The Khromewerks 2+2 sweepers are nice and not expensive.

You can go up to 10"s without having to buy cables or wire extensions. Clutch cable will need to be moved around some and hand control harnesses will have to reconnect under the radio instead of their original places in the fairing.

This is what I did when I first put my 10" bars on. Then I ended up buying a +4 clutch cable and installed it when I had the new motor put in. I didn't like the location of the cable after rerouting it.
