Definitely need more info on the bike. That part does not look like a factory installed item, but rather an aftermarket piece IMO.
I apologize its a 2013 Street Glide FLHX, and the piece I'm referring to is the one above the taillight, not sure if the previous owner had a bag hanging there or what. It feels independent from the actual taillight. Thanks for replying

It is a part from the HD accessory book.I'm not sure if they still sell it or not.It was known for the chrome peeling off.I think Kury sells it as well.
