Am I understanding it correctly that you have to pull a saddlebag to remove the seat and if that is so does the tour pak have to come off first to clear the bag? It appears that the you can get to the useless seat strap without pulling it but I haven't tried it yet.
no tourpack removal necessary. just loosen strap on one side and remove screw at back of seat. you may have to manuever the seat a little to get it out.
I agree totally. seems to me the strap is really worhtless on the bike. I was putting the handrail on my friends 06 classic and we had to take the strap off to remove the seat. HD should have left the handrails on the EG's if you ask me. They look alot better than the hand strap.

i agree BUT the strap makes it harder to steal your expensive aftermarket seat.
