Because moving parts suffer wear and tear??? If you have multiple surfaces that rub against each other then you'll get wear.

If every single part was the most costly, longest lasting, their bikes would be a lot more expensive. You think, oh, tensioners, how much can they cost? But it adds up quickly when you manufacture at scale.
