Hesitation
I have a 2012 Ultra CVO with and electronic throttle. My bike has been hesitating (hiccupping) at first slightly and now progressively worse. On the road a dealer in Tenn could not find a problem. A dealer in KC could not find the problem. Now essentially stranded in Kansas as the condition went from intermittent to constant. Supposedly, fuel pressure and fuel lines and air cleaner checked OK. HELP

I don't think it is too weird. I've often wondered if the higher octane gas sits in a storage tank longer for lack of demand and the water in the ethanol separates as it does when leaving it sit in our gas tanks over the winter months in the north.
For most failures of throttle by wire, it will throw codes, and go into limp mode. I know thiscf on experience.
If your issue is reproduceable a decent mechanic should be able to diagnose it.

Has the bike got any extra add-on equipment like a tuner. The electronic throttle has multiple checks going both ways from the throttle to the motor on the throttle body. If they do not add up, it will shut the bike down to a limp control. This is, of course, a safety feature. So will a misfire on a cat exhaust system.
Some problems will just throw a code. Others like the throttle and fuel will hard code but will check each time bike is cut off and then on. However, once it throws a hard code, it remains stored and will not actually clear code till it is killed with test equipment and even then, does not clear completely till the first startup so bike computer also agrees.
It can possible throw a hard code limp mode and then on a shutdown restart, not see the problem and run OK, However, the light is going to stay on. Some codes will let light go off but keep stored if start checks OK. However, the check light will stay on longer on each restart to let you know codes are stored.
You would have thought the dealer would have checked for tuners and such. Did you get bike new? if no, no telling what someone has done to it.

Does your bike misfire? Is it jerking on acceleration like it's going to stall? I don't understand why a tech wouldn't feel something like that on a test ride. Is it not starting at all?
That post was two days ago with no response from the o/p he must have gotten it fixed or we would have heard fro him. If he did good for him would have been nice to know what it was. If he didn't he got sooooo upset and is still drunk.
