2006 road king. Want to put a 21 front spoke on with lo pro tire. Haven't found fender spacers to accomadate bigger wheel for that year. Looked at some pictures of others with same mod and it looks like its not needed. Also thinking I should lower front 1 inch to level the ride height,

Spacers are NOT always needed. Install a check clearance.
Often times you can simply drill the rear fender holes out and raise up the fender a tad, and retighten. That's very common as well. Many variables at play like tire differences and fender manufacturing. Lot's of people can simply install and go. Some need a little help. Others don't pay attention and burn their paint. You've already ruled out that option. Don't buy spacers just yet.
I had an '07 Street Glide with a 21" front wheel. For the first year and a half I did not lower the front end. I did have some wobble going over lane warning grooves, but otherwise I did not seem to notice any difference. I later installed Progressive mono tubes and lowered the front end 1". It made a significant difference in handling. The bike felt more planted and no more wobble on lane grooves. Hope this helps.
09 SG with a 21" and lowered a 1" in front with Progressive monotubes. Had to drill out stock fender rivets to lift and tilt back so theres was no tire rub. Plenty of info this forum and youtube to help you out
