I think you meant a tuned stage one 96 will keep up with a stock 103.
For me, I I struggled to keep up with a stock 2016 Street Glide with my well-tuned 96 stage 1.
stage 2 solves that.
note I have a 2010 model with single exhaust. back then there was much discussion on the new 103 having extra displacement which should have meant extra power, but it was lost to extra pollution controls. 96 & 103 stock were on par then, now I don't know.
Today the 96 is old news. I do have it tuned staged 1 and enjoy the surprised looks from newer stock bikes. all stock bikes benefit from a tune before even stage 1 as they come restricted for epa. never saw a need for cams, have often asked those that did cam what the improvement was before the cam on the tuned bike only to find that very few tuned a stock let alone a stage 1 and then added cam. It is like a cult to go to stage 2.

well maybe the 107. does it make a difference if you beat me by 1 second in the 1/4 mile, yes. does it matter who gets to 60, 100, hell yes. Once we are cruising at steady speed we are all equal.
I did the headers, slipons and tuner from FM.
Very happy with the roll on power especially in 5th and 6th gear, parking lot speed torque, and throttle control through the whole range.
Could live without the increased noise even with the quiet baffles, but comes in handy sometimes. Friends say they like the sound.
