I am changing my bars on a 2013 road glide, and the new bars are 1.25 inches, so i have to change out the riser. do i need to remove my triple tree cap to get to the mounting bolts of the lower half of the riser. if so is there anything special i need to look out for when i remove that cap piece?
Most 1.25" bars have a narrowed area at the clamps/riser. I know all the Wild1Chubby bars I have used have this and the Harley bars have this. I would check the bars you are planning to use.

Pretty sure that you are correct with the diameter coming back to 1". Don't think (?) there are any that go straight through with 1 1/14" but I don't know everything...

Many of the bars made for Rushmore road Glide models are 1 1/4 in the whole way, that's how they are from the factory.
You may be able to find a take off set on flea bay.
