I guess it's possible that I am wrong, but both my factory service manual and the instruction sheet for the SE compensator mention torquing the bolt to a prescribed value, loosening the bolt and re-torquing to an increased value. I thought that was one of the definitions of a TTY bolt.
I believe that the initial torque is used to "seat" the components before applying the final torque. Then you loosen the bolt so that you can apply the final torque with a smooth and constant rotation until the torque value is reached without any influence from parts that may not be completely "seated" upon initial tightening.
I might be wrong too, but that's how I would interpret that specification.
As for torque-to-yield bolts, I have ALWAYS seen their tightening specified as a torque value plus some number of degrees additional rotation beyond the initial torque.
