I just put new bars on my 18 RGS, no need to remove the switch, just remove the 2 screws on the gauge pack lift it up a bit, wiggle out the u shaped piece around the switch, turn it full counter clock wise and the gauge pack comes right off, then un plug the 3 pigtails and set the guages aside, I hated that dam switch on my SG easy to take out a bitch to get back in correctly

^ I tried to get the guage cluster to slip over the switch like you did but mine wouldn’t, just wasn’t enough room and I didn’t want to force it and have it crack. Had to remove the switch, ‘16 RGS.

It won’t come off with the key in the off position, turn it 90* and it comes right off, I think maybe the 16 it different from 17/18?
