I can imagine that when full of weight, they move around and could cause abrasion like Murph mentions but have no experience of them.
Does the same rubbing issue apply to just the simple covers for the lids? The ones to stop boot scratches? I was thinking of a pair of them.
Do you really need extra storage?
I use the strap on saddle bag gaurd bags for a little more of stuff needed at easy reach, but bought a tow bar for adding a trailer to keep it all low down.

"Chaps" is a silly description as far as I'm concerned, but that's what the manufacturer calls them.
These appear to be a felt lined polyvinyl cover that stretches tight over the lid, and is secured by velcro.
I have seen the type you are talking about, and under some circumstances the extra storage would be nice, but I don't need it. I just bought a used bike with some badly scratched covers. Researching options to painting.

I bought a set of Mustang covers two years ago and love them. They fit very tightly with no wrinkles at all. I take them off whenever I wash the bike, and haven't seen any damage or wear to the clear coat at all. I like them enough that I bought the matching cover for the tour pack.
