As for the filter I did use a air sprayer to clean out the filter and not much came out of it. And when I'm talking about struggling I meant the bike it self. I can hear the air being sucked through the filter.
Tuning the carb I have no idea how to do that.. I'm familiar with Fuel Injection engines. (lol) The bike was idling really low, so I did turn up the idle screw to around 950ish..

Make sure the air cleaner is installed properly and the correct part for the carb. This could be the issue:
"The early Heavy Breathers were not properly cast/vented for the carburetors. If I remember correctly it either blocked or pulled a vacuum on the carb. vent or a port. That was a long,long time ago, but we came across it early on."
What do the plugs look like? Has it been running rich?
I'd make sure to rule out any other cause before retuning.... it would suck to mess with a well tuned carb, when the cause is something else.. you'll end up just masking the real problem and probably not be able to get it running right...
If you need to tune the carb, and it's an OEM CV40 carb, it's pretty simple.

I don't believe blowing it out will work because the oil traps the dirt in the cotton media.
I would buy a K&N cleaner kit and clean the filter properly with the cleaner and water. Always flow the water from the inside out. Let it dry for a day and the oil it correctly.
I've been running a Heavy Breather for 6 years and mine has never looked that dirty.
