I understand that but I'm never putting much effort into bars while turning, if I had great balance I could probably turn with one finger on one handle. Maybe it's a harmonics thing that's helping weaken and snap them, getting just the right vibration for them to fail? Or more likely hitting something really rough like a set of railroad tracks might jar them enough if you aren't expecting it. If I have to dry steer my front tire while parked, say while working on it in garage, I turn them using a spot low on the bars. Less stress on bolts and bars. Curious, but still I still think it's odd.

I would have expected the clamp to strip out before bolts started breaking

It's also a quality bolt thing. I found that the Road King bolts for the handlebar clamp are grade 5. While I'm not likely to max out a grade 5 bolt shear rating, I'm going to put grade 8 bolts in when I change the bushings out this weekend, just for hee-haws. Everyone to their own comfort zone, though. Definitely don't want to ride something you don't feel safe on.
