What should I start with first tuner or head pipes. I am guessing tuner for the biggest impact.
Both. If your bike wasn't tuned after the addition of the K&N and pipes it is running extremely lean. I also recommend staying away from the dealer. They are restricted on what they can do and are usually not very good at it. Call Fuel Moto or find an independent with a dyno in your area. Or even Strokers in Dallas. They can cut the cat out of your pipe and tune it. It will be cooler, have more power and run better. You gas mileage dropping is the only downside.
FYI - Living in Texas I can tell you inspections will be a breeze. Check your lights, horn and tire tread before you go and you will pass. They don't plug it in like for emissions like your car.

My advice is to retain your composure. I have a 103" Road King and a 96" Street Glide. Both have cats, and neither run hot like yours. The RK has only a stage 1 download, a Screamin' Eagle air filter, and some relatively mild mufflers. I've never had a problem with engine heat, and this bike lives near Phoenix, AZ. The SG uses only an Exied and is otherwise stock. It's quite comfortable.
A lot of people like the result from removing the cat, but many also report they've done it without achieving much change at all in perceived heat. You might end up removing the cat, but I wouldn't make this my first choice. I think your instincts of first going to the dealer are spot on. You might learn something, or you might learn nothing, but it's still $50 well spent.

Hello I am new to Harleys and I now own a 14 street glide. I have a K&N air filter factory box and 3.5 inch slip ons. I spoke to my dealer and he stated what I added will not void my ESP warranty. Now my issue is that i have noticed when riding that the area around my cat is red hot glowing a bit at night.

A "glowing red" pipe is in no way normal!
Sure they run a little lean from the factory (They have to meet EPA regulations).
But if you have a pipe that is glowing red, that is not normal.
Of course most people are going to tell you to remove the cat and get a tune. You will be much happier with the comfort and performance.
But since it didn't "glow red" when it left the factory, I would want to at least figure out why before going to the next step.
You have a problem and the bike didn't do that from the factory so before you go spending money on fuel management etc have a qualified shop figure out the issue. Yes, Harley's run hot but not glowing red hot...even in the most extreme conditions.
Not true - pipes will glow at idle at times - especially seen at night. Harley uses a single wall pipe. If he's sitting for a while with no airflow over the pipes, it could glow. You don't see japanese pipes glow because they are double walled.
I'd have it looked at - if it's glowing at the cat I would question it - but if it's sitting for and that's when it does it, I wouldn't freak just yet - it could be normal behavior per built from factory but certainly something you would want to address.

OP, you do realize that making all these recommended modifications may impact your ESP warranty, right? Sure, if your radio goes out, these modifications won't impact that warranty, but if something goes wrong with your engine, you may have a problem. Just sayin'...
Talk to your dealer and see what he says before jumping the gun.
I think 1st I will put stock air filter and stock pipes back on. And see if she glows. Like I said it only a k and n filter and slip ons. If it's fine then I will know it's just really lean and running hot. If it glows I will take to dealer because there is an issue more than likely.
Have 2015 Street Glide that was unbelievable hot. Did head pipe, tuner and took it to a dyno for tune. Don't trust canned tune you get from the tuner manufactures. Made all the difference in temp and performance. Good luck!
