Not entirely sure how to repair this. The left latch on my tourpak snapped off yesterday. It looks as though it is riveted on and I have no clue how to fix it. Do I drill out the rivets? Is there any easy way to attach a new one after I remove it?

Yes drill out the rivets...you can but a rivet gun kit at any parts store...or get some stainless pan-head machine screws and bolt it on.... home depot or lowes will have them

Ronnie's Harley Davidson. They have an extensive online presence, and are one of the places that sell Harley parts under MSRP.
They also have an extensive fiche library- very handy when needing replacement parts.
I went thru them when I ordered the jillion parts to build a saddlebag that fell off (factory recall, HD reimbursed me). At the time they did not offer so called "Free Shipping", but their bottom line costs WITH shipping were cheaper than the other online discount parts sellers that offered "Free" shipping. Not sure if that is still the case.
There are several similar websites, operated by different dealers. For strange reasons they each occasionally change how they present the info on their websites, so I currently use Dodge City.
I have a TP for both bikes. Before I ever used them I replaced the screen door hinges with the upgraded style that actually looks good. I think everything was about $50 or so and easy enough to swap out.
