The process back then for a new bike frame, if it was still available, is that you go to a dealer and buy the new frame. The dealer must do all the labor to switch the frame.
The dealer then disassembles your bike, cuts the neck from your old frame with the VIN, and sends it to the MoCo. The MoCo makes a new frame with your old VIN, sends it to the dealer, who then reassembles the bike with the new frame.
It's not a cheap or quick process....
I didn't see where you mentioned the year/model of your bike. Since this is a touring section, for comparison, a new frame for my 2016 Ultra Classic would cost $3K. That doesn't include the labor costs by the dealer that are involved. That could be real costly, depending on their labor rate...
To expect the MoCo to pick up this cost on a bike out of warranty, IMHO, is pipe dream... I doubt that would ever happen... I have seen and heard of some "good will" warranty repairs on out of warranty bikes, but I can't see this being one of them...

If you have a frame weld issue, please post a picture for us. My answer to your question, if the year model is similar in your case would be NO.
A competent professional welder can definitely address the issue, however. I have seen some amazing frame repairs.

Probably fixed the frame by now.
And yes definitely frames can be repaired.
