Why buy a non-running bike from a dealership? You are assuming that the tank peeling is keeping it from running, but what if you are wrong? What happens if after you get it running you find other problems (oil pump trashed, bad lifters/ valves, or even worse. If they don't have the desire to get it running it would have to be severely discounted before I would take the chance. NADA has an average retail on that bike at $4,445. That is in running condition, which is what I advise you to do...Run.

Offer them $4200 and they need to get it running. Walk if they balk. They WILL call you back. They want it gone. My bet is they’d get $2k at auction for it.
