So I have a BD rear fender and extended bags with plasma rods, have had them for 4 yrs or so. No one has ever complained about not being able to see my lights on the rear till the other day.
Group of us rode to the Dallas Bike Show and I led the way, we got there and everyone said my tail lights sucked. What are you running and what are the brightest with minimal cutting and cost.
At night they are fine, sitting in the garage they are fine, I guess in direct sunlight they don't show up. Do plasma rods loose brightness over time? I don't see how but I guess anything is possible.

I have the Custom Dynamics Bullet Ringz and have been told that they put people in a trance in full sun. They are bright....really visible in the daytime. Don't know if that works with your setup or not.
With the filet panels on your bike, I would try the Ciro filler panel lights and maybe the bag blades along with them. Yeah, it won't be as clean as it is now but could save your butt.
I know your bags are stretched--but are they otherwise the same as stock bags except for the stretched extra at the bottom? I'm thinking the Custom Dynamics LED run/brake/turn lights for your bags might be great for you. HD makes pretty much the same except they cost more (surprise, surprise!) and the Custom Dynamics are available either with standard or sequential turn signals. I'm gonna put them on my RGU in the Spring. Hope this video I copied pastes OK here:
Ther're available in dual color (red tail & stop, sequential amber turn) or all red. Not too distracting when off on a black bike, but you may not want it on the back of that clean tail.
I see how clean the back is, but Ill throw this out ther anyway.. You can install a Soundoff signal ghost Brake/tail light to the back of your seat wit a custom made bracket. Its 4w 1 h x1.6 deep.... but it is super bright and has a 5 pulse flasher and easily connected to the plug under your seat
