The shop doesnt want to do the job. Regardless of their reason, thats the end of the story.
The reasons for why they dont want the job could be many and varied. From having been burned by unrelated failures on other bikes to their good mechanic quit, and a whole lot of other possibilities.
No reason to think anything more of it. Find a shop that can and will do the job.
