Can we assume fuses were checked? He doesn’t mention it.

Welcome to the Forum from UT.

Always state what year and model bike you have. Do you have security, have you checked for codes.
Do the lights come on or anything that indicates you ignition is on?
some batteries have the posts reversed.

New fuses do NOT guarantee that some haven't blown as soon as you turned on the power if some wiring got messed up in all that you did. Does the start relay click when push the start button? Does the system relay click when you turn on the main switch? I suspect that when you find why the fuel pump isn't priming, everything else will start working also. Asside from the replacements you described, have you done anything with the handle bars and switch boxes on each side? Pinched wires seem to be a common by-product of left or right switch box work.

FOB battery? I had a similar issue with my '03 Ultra with a dying battery and bad FOB battery.

I had ridden downtown Houston for a visit and when I got ready to leave, the bike would not crank. Everything seemed normal at first until I noticed that the security key warning light came back on after the initial self-test, and both turn signals flashed briefly and the pump would not run and it would not crank. I called a local dealer and was told that the security system might have shut down the system because of the battery problem and I needed to charge up the battery and replace the FOB battery then take the lights fuse out (to keep from draining the battery), turn the ignition switch on, and leave it alone for 10-15 minutes to allow the FOB and security module to remarry. This worked and I was able to get back home. I have since found this instruction in my service manual.

I had made several rides without the FOB with me without any issues so I did not think the security system was active on the bike. The battery had been disconnected for months and the bike cranked right up so this instruction was confusing but it was the problem.

I think OP said no security. I agree with the folks above check battery voltage, should be 12.8 and recheck fuses.

I don't have drawings for 2002 but I have 2004. The ignition fuse supplies power to the Off/Run switch on a Gray wire. When the switch is on the B/W wire puts power on the start button and puts power on the system relay coil which is grounded through the ECM. The relay is energised when the off/run switch is in run the position and the contacts close. The ECM fuse provides 12V to the contacts so when the relay is energised and contacts closed the ECM fuse powers the fuel pump fuse, that's why when you turn ignition on then Off/Run to run you hear the pump run for 2 seconds.

So you need to check why the pumps not running. You could pull the system relay and check to see if socket U the B/W has 12V when in run with ignition on. If you pull the relay and check you should have 12V on 2 sockets the one from ECM and the B/W. That's the first thing I'd check, it will tell you if the switch is working.

Also sounds like a brake switch is stuck
