Thanks for the replies. Before I posted, I was thinking about offering him $10K, which shows to be "average" retail in my first post. Though, I know this bike is well above average. Hopefully, he would counter-offer at $11K, which I am comfortable paying for this bike. My only reservation is the low mileage-to-age factor and what affect that might have on the bike as far as gaskets, seals, bearings, bushings, etc.
It's pretty much completely stock, except for a detachable passenger backrest and a windshield bag. He had new tires installed and had the bike serviced at an H-D dealership. It has ABS, security and cruise. Here's a photo of the actual bike.
I would offer $9,500 and stick to that. It's a buyers market. I'll never understand how someone can have a bike that long with practically no miles on it. I had the exact same bike and if memory serves me right I got $13,000 when I traded it in with 32,000 miles in 2016, but trading in is a whole different ballgame. Good luck!...

Yep, thats pretty much what I bought in August for $8100... mine had more miles and I put new tires on it because the once that came on it were original....
You got an exceptional deal. I've been looking for a deal like that for the better part of a year and I haven't seen anything in that price range. Granted, there are Road Kings out there for much less than the bike I'm looking at, but to find one in my immediate area like this bike has been slim pickings.

I was thinking of 10 grand before I got off page 1. If he counter offers chances are you can agree on a price. If not keep looking, lots of used bikes for sale.
I think you're spot on with your offer and expected price. Those classics are not all that easy to find in that condition. Glides are a dime a dozen,. Kings are hit and miss. I paid 10k for my 2010 a few years back but I also got 3 sold out from under me dicking around before that
