The adjustment suggested in the manual suck, IMHO.
Adjust to the wall, ride, adjust some more until you get what you want, as long as you don't PO oncoming traffic.
A monster grip combined with a serious boar hog grunt may get the job done. I use 2 thick bath towels to cover two lights while I adjust one light against the wall. With trial and error and a little time, you can get your lights to your liking. I want my trifecta to light up the road!

It is possible that the bulbs are mismatched, depending on who owned or fixed your bike before. I believe that stock bulbs are 27W. One of the previous owners of my ride upgraded to 35W. When it was my turn I "upgraded" again to 55W, which looked a little comical as the passing lamps were brighter than the headlamp. When I changed the bulbs back to 35W it was evident that the 55W lamp was too "hot" for the housing. A minor amount of heat damage and the lenses were clouded over.
