My 2016 RK is in the HD shop for an Emissions Warranty repair to replace the Throttle Body. Lost throttle control. I'm told HD will cover Parts Only and I will need to pay the Diagnostic and Replacement Labor.
Does any one have experience/knowledge with HD Emissions Warranty?
Federal mandated Emissions Warranty covers related parts for 5 years or 18,641 miles. The parts are covered but not the labor. I am in Michigan and emissions system repair laws vary by State. In California the law states "at no cost to the vehicle owner."
If you have lost "Throttle Control", your problems are more than just an "Emissions" thing.
Did the Dealer tell you what they would, and would not cover?

You are being given the runaround. HD is responsible for the replacement labor of the part in question if it is considered an emission control device. MOST manufacturers DO NOT consider a throttle body an emission control device. You say they will cover the part, so maybe HD does. If they are covering that, they should cover install labor. Diagnosis time is on you.
Read your Owners Manual. All the components are listed under Emissions Warranty. Federal EPA law mandates that engine manufacturers warrant any component that effects the Emissions. That includes, TGS, Injectors, Catalytic Converter, Throttle Body/Induction Motor, etc. Coverage must be for 5 years with mileage limits varying by manufacturer and type of vehicle. HD engines are covered for emission component warranty for 5 years or 18,641 miles. The Induction Motor failed and is a non-serviceable part of the Throttle Body which is being replaced under warranty. HD is covering Parts Only leaving me to pay 2.5 hours of diagnostic and R&I of the Throttle Body.
My question is whether others have had an experience with an Emissions Warranty component replaced under warranty and was the Labor covered.

So you're basically saying you don't have a Harley Extended Warranty Plan? That should cover everything , with a $50 deductible. No introduction with first post? really? What else about this problem are you not telling us?

You're on the verge of asking for legal advice, which will likely bear no fruit, as one cannot provide legal advice if one is not a lawyer. Obviously, if someone has had experience with a similar situation previously (which is what you're asking), they can share their own experience, but that should have no affect on your decision to pursue anything further.

I contacted HD Customer Care and confirmed that the Emissions Warranty coverage is for Parts Only.
Excerpts from the Owners Manual:
Limited Emission Warranty
2016 Harley Davidson
Emission Control System Limited Warranty
Motor Company warrants to the first owner and each subsequent owner that this vehicle is designed, built, and equipped so as to conform at the time of sale with applicable regulations under section 7521 of Title 42 of the United States Code, and that it is free from defects in materials and workmanship which would cause this motorcycle to fail to conform with applicable regulations for five (5) years from the initial retail purchase and delivery from an authorized Harley Davidson dealer (or five (5) years from the date the motorcycle is first placed in service, if it is first placed in service as a "demonstrator" or "company" motorcycle prior to delivery), or 18,641 miles 30,000 kilometers , whichever occurs first. Any unexpired portion of this limited warranty will be transferred to subsequent owners, upon the resale of the motorcycle during the warranty period.
The emission control system warranty may cover the followingparts if the defect is deemed to be emissions related:
Air cleaner assembly
Cam shaft
Spark plug
Ignition coil
Ignition wires
Vapor valve
Catalytic converter
Crankcase breather
MAP sensor
TMAP sensor
Intake air temperature sensor
Throttle position sensor
Fuel injectors
Induction module or throttle body
Engine temperature sensor
Electronic control unit
Regulator/fuel pump (for leaks and/or high and low pressure failures)
Fuel filter
Oxygen sensors
Fuel Tank (non-cosmetic failures only)
I understand That not everyone buys them. That's not the point. The point is, if he doesn't have one then why gripe about the extra costs he's facing? The entire post just seems odd to me. There is no introduction, and his first post is about a problem that he thinks he's getting ripped off about? Doesn't that bring up questions in your mind at all?
I don't know about his type of problem, as I've never had it or even heard about it before. That's why I asked about "what else?" .
