About to switch from my 99 Road King to an Electra/Ultra and stumbled across a 2009 Electra Standard with little to no miles on it.
Now people tell me that It's only the late 2009's that come with the stiffer frame and better swing arm. Is this true, and how can i identify which frame/swing arm the bike is built on?

Never heard that. Pretty sure all 09s have the new frame. Easiest check is the left exhaust tube comes from the right side under the swing arm.
If the exhaust header is non stock it makes it harder. If you are close enough to get a look the older frames had a swingarm made from rectangular tubing. The newer frame has one that is much larger and is almost oval and tapers from front to back. Also pre 09 bikes have 16 front wheels and narrow rear tire and wheel. 2009 has a 17 front wheel with a low profile tire and then they went 18 and 19 on the Streetglides in later years. Also the rear wheel is 5 wide with a 180mm rear tire. Once you see both years you will be able to tell them apart right away from behind. The rear tire and fender are over 1 wider.
Also my 09 was built in August of 08 so, yes all 09s have the new frame.

A little bit of a hiccup to watch for. 07 and 08 SE RK's came with a 180 rear tire. I don't know about the faring equipped SE bikes They are kind of rare and the swingarm is very expensive so not a lot of people will change them out but they are out there. 08 and up have throttle by wire and 6 gallon tanks. If the bike you are looking at has throttle cables the newest it can be is an 07. Good luck in your search.

Hi from across the North Sea and welcome to HDF. It sounds as if you have been misled. Harley actually starts manufacture of each new model year around August of the previous year, so the 2009 model year Touring bikes, with the new frame, s/a and wide wheel, were made from August 2008. Unless you come across an SE model, 23Seven above has given the best advice for checking if a bike is a genuine '09 or later.
