I've got the Prog. 944's HD on my Road Glide Ultra, those shocks are 12" height but ride like a 13" shock. I had Mean City Cycles modify my seat. I can flat foot, but the concern I have and it might affect you is the jiffy stand is stock and it appears the bike doesn't have the lean on the jiffy stand like it did when the rear shocks where stock. I'm considering buying a jiffy stand from an Ultra Low.

Put the Ultra Low seat on. That will give you another inch without lowering your boards.

While it is not the preferred method, I used a Pingel 1" lowering kit on my Ultra and have not experienced any problems at all. The kit has been on there 3 years and just this month checked out the bolts, shocks, etc with them being fine.

OP if your scrapping your boards now, I would not suggest lowering it any further . Lower seat, or thicker sole boots.

This, except I used Ohlins from Motorcycle Metal along with brackets set to the smallest drop and Progressive -1" Monotubes up front. I got the Harley wedge that changes the angle of the jiffy stand to make it effectively shorter.
