Not sure if anything has changed over the years, but most Harley gauges I've dealt with are not sealed gauges.... So the climate where you ride/park/wash your bike will have a big affect on foggy gauges... Here in SoCal, I have seen a little fogging on a gauge on a couple of occasions, but after a day parked in the sun, it's gone..... rarely, if ever, to return...
Here's a pic of either my '01 Springer or '03 Heritage (I forget which one) that I took to verify the part number for a replacement speedo... I have highlighted the vents with red arrows... if you put air in the holes at either arrow, it will come out the holes at the other arrow...
If it gets to bad, you can place the offending gauge in a Ziploc bag with one or two cups of rice. Let it sit for a few days. That moisture will now be gone. Same way that putting a few grains of rice in a salt shaker keeps the salt dry. This is not to say that more water droplets won't find their way into your newly dried gauge. But it does work if/when the problem becomes a bit to excessive.

This has potential.
I wish I knew where the "safe" spots were to drill some vent holes in my 18 Fatty speedo. It fogs every time I ride, sometimes wont clear until I get home.
Like to see the gas gauge, and/or distance to empty numbers.
Fixed my gauges, stopped looking at them until they cleared up
This. Happened yesterday when it was 50 degrees out but still had snow on the ground. I knew I was good on gas and didnt care what time it was so I never looked down again until I was back in the garage.
A couple of my gauges get foggy depending on the weather. Is there a fix for this or do I need new gauges? It's not terribly bad, just the bottom portion. Annoying more than anything else.
I know I'm a little late, but wanted to share with the readers of a cool alternative. Zeescustomsinc.com changed my boring gauges into colorful led lighted gauge pkg for under $150 shipped and returned in a week. With this being said, one of the gauges were always foggy, the fog was removed at no additional costs.
My gas gauge fogs up off and on, I hardly ever look at it as I hit the trip odometer when I fill up and go by the miles. Gas gauges aren't that reliable.
