Speedometer problem
Voltage fluctuation can cause a speedometer problem.
For example a bad regulator can cause an over voltage situation.
By chance are the 4 FOUR ends of your battery cables tight? each cable has two ends.
Has anybody tested voltage at battery..at rest, while cranking and at high idle?
Did someone jump start bike from a running vehicle just prior to start of problem?
Does the odometer show miles on bike?
Was the cable from speed sensor connection back towards the ECM reviewed for damage/broken wire?
Are you sure that speed sensor wires are in correct orientation at connector?
Was center console removed and flipped over to conduct a sniff test of speedometer ? Does the speedometer bottom smell like smoke?
Is the cable that plugs into back of speedometer tight? free of corrosion?
You stated "My speedometer started bouncing around, then just stayed on 0 all the time."
Does that mean it happened the ONE time and then stayed at zero or was problem ignored and repeated several times until the needle stuck at zero?

Ok, let me answer these questions, one at a time:
1. yes, cables are tight
2. no tests have been done on battery
3. I bought this bike new, and it has NEVER been jump started
4. yes, the odometer has always worked, just the needle is the problem
5. I bought 2 brand new sensors from 2 different dealerships, and neither one would make the needle move off 0. 6. I installed both, and was very careful with connections, and am sure it's correct.
7. I haven't removed the center console yet. didn't want to unless it was necessary, now I guess it is
8. no sniff test yet
9. haven't checked behind speedo yet
10. ok, when I started having trouble with incorrect readings, I would shut the switch off and back on, and it would come back to correct speed. it kept getting worse. I had to do it more often,(repeated times) then finally, it would just end up at 0, and never give the correct speed. finally, it just stayed at 0. the 2 new sensors didn't do anything , even turning the switch off and on, it wouldn't even bounce.
Maybe with this new info might give someone an idea of what to do next. I guess I'm too take the dash off and take a look underneath. I'll sniff it, and get back with what I find. Thanks for the info to this point, Jim
Having to turn ignition on then off multiple times to bring back to zero indicates a stepper motor going bad. Likely the speedometer needs replaced. Not sure if you could de-solder and solder in new one if available.

Does this mean that odometer would add miles as you went down the road?
If it did add miles and the needle did not work then problem was never the sensor.
Based on that information if understood correctly then problem is with actual needle function.
A component that controls needle is either loose (loose electrical connection), damaged or stuck.
The little stepper motor can also have a problem.
Little stepper motor might just be stuck.
There are you tube videos on how to open a harley speedometer.
You can try to locate a speedometer shop online to send in for repair too.
