You want a sissy bar bag. Most are designed to strap to the passenger backrest and sit either on the rear fender or a rear mounted rack. But you turn it around and mount it so it sorts on the back seat and now you have luggage and a backrest.
saddlemen makes very good options. Get one that comes with a rain cover
I have an older Saddlemen, very much like this one. It's holds more and is far outlasting the cheap foreign made plastic tour pack I bought off of eBay.
You will need a luggage rack unless you are riding solo and let it sit on the passenger pillion. Makes a great back rest if you pack it full enough.
I prefer it to a tour pack, as you can unstrap it from the bike and carry it into the hotel room.

Yes, thank you danhahn. Tbags was the other one I couldn't think of. Both have very good and variable size options. If memory serves they both have a nice 2 bag system where the big bag straps to the bike and there is a smaller bag that attaches to that one.
It will fit on the pillion seat or a luggage rack. At the end of the day, undo the straps, extend the handle, and roll it into the hotel room. When I travel, I put stuff I want to take into the hotel in the rolling bag, and leave stuff I don't in the saddlebags. I have a Nelson Riggs that I bought years ago. Not the greatest as far as options that it can be mounted but a decent waterproof bag with gobs of storage. Harley offers some really nice bags that look very functional.
