I own a 2013 Road Glide currently using a Thundermax, no issues. I swapped out the Thundermax for the stock ECM and the stock ECM was locked. I tried all the forums for suggestions to unlock, but No success.
Can the stock Harley ECM be unlocked while off the bike by shipping it to Harley repair shop? Or must be it on the bike to be unlocked?

it is locked cause it is tuned with like a tts tuner and requires the tuner it was tuned with to unlock it. dealer needs the tts or the one it was tuned with
Might his problem be that the ECM and Security module need to be married, and will the bike need to be at the dealer to do that? I understand there is a very long and complicated way to do that at home but might require several tries before getting it right.

Is this the ECM from the bike you are trying to use it on? If not then your going to need to get it reprogrammed by the dealership for your bike. As for locking, each and every HD Delphi EFI ECM is lock when it leaves the factory, No exceptions. So what do you mean by locked?

I have ECM which is locked by TTS. It is any way to unlock them with out buying new TTS ??
