Depends on model and year. FLH based bikes should be no problem. FLT bikes had a fairing mount change in 2005 or 2006 (not sure which) which can create clearance problems with trying to put newer lowers on older bikes.
Also, there were a few fairing mounting brackets on 2000-2004 era FLTs that were different from others (a screw hole in the fairing bracket for the lowers vs. a clamp).
I liked the vented lowers on my 2013 Ultra better than the lowers on this 2019 Ultra Classic. I have had several problems with the push to open door latches and issues with the sliders for the vents.
With the earlier lowers you could get the magnetic covers or locking covers. I like having lowers and keep them on year round.
I have both sets, for my 2020 FLHT. Both fit and both are sitting in the attic. I can't do lowers in the warmer months. They'll fit. I even made a set fit my Dyna.
