Default Vance slips on need a tune?

I feel like I got a decent deal on some Vance and Hines oversized 450 Raider slip ons from Dennis Kirk. When I bought my new bike the dealer said you can run slip ons without a tune, it’s a grey area that the warranty over looks, if you will.
I picked the pipes up today and the outside of the box says STOP! You need an FP3 to tune. I’m not going full stage 1 with an a/c yet and when I do I know I’ll need a tune. Can I get away with just running the slip ons without a Harley or other tune?

ECM with the exhaust sensors should correct to within around 10%

I went with V&H Twin slash Ovals, and a K&N air cleaner in the stock housing. Not ready for a tune yet, the bike seems to run just fine.
That's in a 2016 103 RGU

First, about the warranty.. Dealers can be full of crap, trying to sell accessories.... The warranty is between YOU and the MoCo... the dealer is just a middle man. He cannot speak for the MoCo about any warranty issue. I suggest you read the HD Limited Warranty section of your owner's manual, and pay attention to "Exclusions" numbers 3 & 4, as well as "Other Limitations" numbers 4 & 5... The dealer has no power to change what is written in those sections (that's from a 2017 warranty, the section numbers may have been changed). He may choose to ignore those if he can, but bottom line, those sections will give you the straight answers to your questions.

About the tune... only a portion of the tune is closed loop (feedback from O2 Sensors). Another portion of the tune is open loop (no feedback from O2 sensors). The ECM can only adjust the closed loop portions of the tune. The open loop portions are based on algorithms from the original components on the engine when it was originally tuned. The closed loop portions are in the low load, cruising areas of the tune. The open loop portions are in the high rpm, high load portions where AFR is most critical. Change any air flow, and the open loop portions will be more lean than originally tuned for.

Minor changes in air flow without a re-tune, and if you are a normal, sane rider.... most likely won't result in any engine risk/damage.

If you make larger changes in air flow without a re-tune, and ride at the extremes.. the old "ride-it-like-you-stole-it" type rider... you most likely would expose your engine to risk/damage..

The age old question is where to draw the line between these two scenarios....

Good luck with your decision...

That's just V&H wanting you to spend more money.

Anyhow, I decided to go full stage 1 with a new a/c so I bought a tuner! Thanks for everyone’s input!

I put on the V&H HO slip ins. Right side changed color at the tip.
V&H said I should have gotten it tuned.
