I understand Range is not accurate, but mine shows 50-75km less than my riding buddy's with same motor, less cam. I understand that the RANGE issue and the MPH issue may be two different things and further confused by tank lift.

There have been discussions on this forum, discussing how much of your fuel will be unavailable to you because you changed the angle of the tank with the tank lift....
Because of that angle, you've made your fuel gauge inaccurate. As you noted, " Shows empty on gauge but on fillup only takes 19litres when it will hold 22l."
I suspect whatever you do to the speed ratio via a tuner, I don't think you can recalibrate the fuel gauge to account for the tank lift..
No doubt you can adjust your speedo to be accurate, but I believe your range will forever be off by 3 litres..... at least as long as you have the tank lift installed.
