August 2018 manufacture date. Bike first brought to the dealership with first issue 1 month out of warranty. They told me it was a Can Bus error, reset the codes and sent me on my way. I asked them about the engine, they said it was fine.

+1 on this! Unfortunately I’ve been there also with my 19, if you are losing power and the oil is that low on the dipstick then I would bet the farm that the oil is in the crank, AKA….sumping. Pull the crank position sensor but put a bowl under the bike first to catch and measure the oil that comes out with bike upright. One 3/16 hex bolt and simply pull the sensor out, very quick and easy to do and I’ll bet you find your missing oil.

The date of manufacture is well in advance of HD coming out with the 8 lobe pump that is widely accepted as the fix to the sumping issue. But like I said earlier, you need to pull the crank sensor and measure how much oil comes out. My money says you'll find the missing quart, but if so it's not hopeless. The HD protocol for this is to tear down the top end, inspect the piston oilers for proper installation, then put it back together along with the new 8 lobe pump. I went through all this in late 2019, and all has been well for 20k plus miles.

So I went to the dealership yesterday, and showed them the plugs and told him about the oil level on the dipstick. They indicated if I leave the bike on the jiffy stand and run it for 5 minutes at idle the oil will come back down into the sump, and it did. I asked them about the issue if it's sumping and they agreed that may be the problem. The bike is currently at the dealership and they are going to work on it and see if it is the issue. They indicated that if sumping is the issue that Harley covers it under warranty. Thank you for your help!

Didn't you say above you were out of warranty? In any event, good luck with it.
