@harley97 I've been having this same issue w/ my 2020 CVO Limited. It just started a few weeks ago. I forgot about it because the weather has been crappy. Just remembered as I was riding in this morning and took my hands off the bars to adjust my gloves at about 35-45 and the front end started shaking violently. Will be stopping at the dealer on the way home today.
Two things that'll cause headshake at low speeds every time - Weight distribution too far back or loose neck bearings. I'm sure that's not the only two things, but they are the ones that have fixed it on multiple bikes for me.

It was a combination of front tire and neck bearings. I replaced both and the wobble disappeared.
Since then I've upgraded to JRI dual adjustable rear shocks and Ohlins front suspension from Big Bear Performance.
The bike rides pretty good now. Slight wiggle at high speeds. Next upgrades are a tuner and frame stabilizer.
I have a 2021 CVO Ultra Limited. At 30 mph or less the front wobbles if I loosen my grip or take my hands off the bars. Dealer said I had too much weight on my saddle bags. They are below the max weight, empty your pack and no passenger so I think they are incorrect.
I'm thinking possibly the front tire isn't balanced. Just want to see if anyone has any other things to check.
Might also be wheel bearings (but they would have to be really bad in order for you to feel it while moving vs. hearing it when pushing the bike or spinning the wheel). While the front of the bike is off the ground grab the tire from opposite sides (the top and bottom or front and back) and try and see if there is any side-to-side play.
