I had the same issue on my '03 FLHRIC anniversary. It was the speed sensor. Easy to get to. Clean it, if it helps, cool. Next time just replace it, you'll be glad you did.

Do u know where it's located? I can't find anything on it in my manual

It's #31 in the pic, on the cam chest side of the transmission case... It's referred to as the Speed Sensor or VSS (Vehicle Speed Sensor)...

Speed sensor. On top of transmission, behind oil filler spout vent hose, below starter solenoid
