I have seen the bike and I have my doubts in the 19000 Miles declared by seler

Not unheard of. The average Harley is rode 1.500 mile s a year..My 012 Ultra has under thirteen thousand miles on it since new.. Low mileage Used Harleys are common.

Often bikes are purchased over seas. It was common for exporters to buy a dealers entire used bike inventory.. For export.
What happens to them once shipped over seas who knows. A serious title search could turn up one or more past owners.
Insurance claims may show mileage.
