Does anyone know if a tour pack from an 09 Heritage will work on a 99 RK? More specifically, are the frame rails the same width where the luggage rack hardware mounts?
First, a "Heritage" is a softail and never came with a tour pack. But for other touring models 2009 was the first year for the new frame and the rear was 1" wider than all previous models.

The Heritage didn't come with a tour pak but one is available from H-D along with "Hold-Fast" quick-release mounts.
I really doubt that the spacing on the touring "Detachables" quick-release mounts is the same as the Soft Tail "Hold-Fast" quick-release mounts. If no one chimes in to confirm I'll check the spacing on my Ultra-Limited mounts vs my wife's Heritage mounts when I get a chance.
Edited to add: I just realized that the OP was talking about a 2009 Heritage and 1999 touring. My comments and experience were for the 2018+ Heritage and Rushmore touring so they may not apply.

I know the Heritage is a Softail and I never said it came with it. The one in question is however made for the Heritage. The frame width was my main concern since the bracketry is all that really matters anyway. Thank you for confirming my suspicion about the frame.

Yes the bracketry is all that matters anyway, so the bracketry will be totally different from the RK to the Heritage, not just the width. You could use the tourpack, but buy the brackets for the RK.

What heritage tour-pak are we talking about? Accessory one leather wrapped matched to OEM saddlebags? Those boxes itself fit to both softails (00-16) and tourings (97-13). Only matter is to have a model specific mount. So if you have a good deal for the tour-pak you can take it and buy a 97-08 touring tour-pak mount. There are non-original available for quite a reasonable prices.
