Can't Remove License Plate
Cutting torch, just a little heat and it will pop right off..had to do that to my brothers bike, when it was all said and done we replaced the rear fender, struts, rear tire, left saddle bag,and his rear top box. but by golly we got it off. and he saved all the money that the shop would have charged him.

Problem solved. First, a little backround. We live in a condo and park 3 floors underground in a narrow parking stall. The lighting is better than a coal mine but not much better, IMHO. Maintenance is verboten anywhere on the property (including the driveway), as is using any "common element" electrical outlets. (Using a flashlight wasn't going to work. It's too much of a hassle.) Also, the condo board president hates motorcycles.
I can't legally ride the bike on the street without changing the plate. I decided to sneak the bike to a nearby public parking lot. I figured if a cop stopped me, I'd plead insanity. I parked it at just the right angle to let as much light in there as I could get. Turns out there is a spring that is attached behind the right side of the license plate bracket, blocking access from the right side. This same spring has a sheath running half its length. In the garage lighting, it looked like an electrical cable. The spring runs to the passenger's headset receptacle at the left front of the Tour Pak. (Mickey Mouse thing, if you ask me.)
Anyway, once I got the left bolt off, I could slide the flat wrench (not the HD toolkit one) in from the left side.

I can't wait until we move out of a condo and into a real house, with a real garage, real lighting and we make the rules.
