Batwing Advice needed
So I encountered the same problem with a 2004 Electra glide that I purchased wrecked. I did not want to sink a bunch of money into that old of a bike. I ended up simply drilling through inner and outer and installing a through nut and bolt. Looked kinda cool and worked well. The industrial look,LOL. Got the bike sold anyway.

I did the same thing on a '99 Electra flip. The guy who bought it had a complete inner and outter batwing he was gunna put on it.
The bolts didn't bother me.
