Starter circuit wiring help needed

I was using a thin nail with a multi-meter to check the BK/R for voltage at connector 22 and anytime I had the meter in the circuit, the starter engaged.
I opened the connector and found the BK/R female connector was not all the way seated or “clicked” into the connector housing.
I changed the bars out and put the wiring inside the bars 2 years ago, I guess it’s been waiting to fail.
