It will be flat bar. When I needed one for my Dyna, I found an old lawn edger blade that fit perfect. Just a thought.

4 PIECE SET The set includes : Primary Drive Locking Bar Tool 7.6 inch Long, 8.5 inch Long, 7.125 inch Long and 5.95 Inch Long. Tools made of 1018 Cold Rolled Steel.
  • 7.6 inch Long Primary Drive Locking Bar Tool Compatible for 5 Speed Big Twins labeled FXR & FLT.
  • 7.125" Long Primary Drive Locking Bar Tool Compatible for 2006 to Present Dyna and 2007 To Present Softails.
  • 8.50" Long Primary Drive Locking Bar Tool Compatible for 4 Speed Big Twins, Dyna Glide, and 5 Speed FXST Models.

I just changed my stock compensator on my '07 road king, I used a Screamin' Eagle. The installation drawing looks like yours, but my kit doesn't have the #14 (two spacers). It seems to work fine, but I don't have many miles on it yet. I wonder why my kit didn't include the two spacers?
