How many miles? After market does and doesn't drive price up. Probably less than what most sellers think. You know knowing the guy might help. I like a built engine, but I don't want one the seller says was built.

5.5K would be a fair price. If tires are original they would need to be replaced. Brake fluid flushed and a three hole fluid change would be in order for negotiation purposes.
At most, accessories add 10% to 20% of their value at time of their purchase, if you have receipts. That added value does not include any labor charges for installation.
IMHO, if the accessory(ies) isn't(aren't) something I would have added myself, I ignore them as far as value goes, and just go by basic values....
I will pay over "average retail" if it is low mileage (not super low mileage), very clean (obviously well cared for), and has maintenance records..
Remember, it's currently a buyers' market right now.... You make your best offer, then walk if the owner isn't in agreement...

I don't know if they still do. But the puck on the bags indicates the bags are from a police bike. The new rushmore bags are pretty easy to open, so the may not use it anymore.

I have not been paying attention. But funny how it swings. Before covid I was considering a bar hopper maybe dyna or heritage. And TC88s were fairly cheap. As you read from comments here anything with a smaller engine than the next best thing is de-valued too, to newer crop of riders. Samething came up, and I didn't buy, and then covid.
