Just did this on my 02 flhtcui, they are all most likely similar. To test the relay , on the post that has the red/yellow wire is your power going to the lights. I just pulled relay half way out, then stuck the test light in between the two blades that are vertical (or perpendicular instead of parallel, might be a better way to say it) and touch the one in the center ( B/Y ).
you can ground the test light on any SS bolt like the one that holds the floor board. you can test your ground on starter or the blade on the end by itself (relay) is power coming in for brake.
Also mine clicked but no juice getting threw the contacts in the relay

Brake light switch. I believe there is a service bulletin on this. My 09 RKC had the same issue. Because of the close proximity to the exhaust, the switch malfunctions because of the heat, resulting in your issue. Replace the switch and you'll be all good to go.
Could be...but guessing is not the way to find an electrical problem.
To find an electrical problem you troubleshoot.
First we need the OP to tell us if the brake lights are stuck on, or not working.
When you don't have much electrical knowledge "guessing" is a reasonable place to start until you get enough help o figure it out.

How do you know for certain what you are seeing is not the brake light being on all the time? If one of the brake light switches malfunctions to the ON position all the time, there will be no further increase in brightness in the tail light when a brake is activated.The cover on the fuse box should show which relay is for brakes. Pull it out and turn on power, what does the tail light do? Then plug in the relay to see if the light gets brighter. If it does, one of your switches is stuck in the ON position. Take a wire off the rear brake light switch. If the brake light remains on, the front switch (or its wiring) is the problem, if the light goes dim, the rear brake light switch is the problem.

Squirt a little WD-40 or electrical cleaner where the switch is and work it with the brake lever. Bugs, dirt, road film sometimes builds up causing it to stick.
Unless you have removed or replaced the brake lever and did not follow procedures for shimming the switch when removing the lever.

The switch can get stuck on if the handle doesn't release all the way. Have you tried pushing lever forward . If this is the case master cylinder needs rebuilding.
