With tom tom, you could hack the Nav firmware to play music on it via MP3 songs on it (pipe that into the radio to play solo alone on that radio channel/blue tooth), and TomTom itself would mute the music, give the needed directions, then go back to playing the music..
Since the zumo will do such native already, the add 32g SSD card to it, load it with mp3 songs (may have to delete some maps your not using to make more room on the card), so your playing the music out of Zumo channel into radio, and Zuno will kick back and forth between direction commands and playing music out of it, since that is about the only way your going to be able to go both ways with the radio set to just the one imput channel.
Hence HD radio is just seeing the blue tooth or wired in channel as music supply channel, radio has to be left in that input channel, and no good way to either blue tooth or wire in on radio so it will mute music to switch back over to that Zuno Input channel on it own, give the voice directs commands, then switch back to music on the music channel, like the radio with built in nave will do native instead.
The only other option, turn on/add nav to the boom radio if that is what is in the bike/swap over to boom radio with Nav is not in the bike now, or best, just swap out the HD radio to something a lot more current (soundstream V2) with new larger radio opening inner fairing, and add larger screen aftermarket radio that has built in Nav/control in the first place.
Simply put, the Zuno firmware does not have the option to make the HD radio think that its a Phone blue toothed into it, so radio will do with it, like it does with phone on incoming calls that causes the radio to switch over to phone input channel where you get incoming call, then switch back to radio when the phone call is ended.
Other option, use your smart phone as nav device in phone holder on bike with it charging off bike, since it will switch between music/nav/phone on its own with leaving the nav map open at all times, and just pipe phone sound into the radio on the single input channel if you want the sound to come out of the radio speakers.
Hence how I do it on my RK with phone in holder, and just bluetooth my phone into my ear pods.

As already discussed the HD head unit treats it more like an audio streaming source and therefore is not heard unless specifically selected in the music choice.
I ran a Zumo on my 2015 Ultra Limited and installed the Aux input cable and had the dealer activate Aux as an option. When I wanted Zumo voice I chose the Aux input. I also put songs and audiobooks on the SD card so all audio could be sent from the unit. This was a carry over plan from not having Bluetooth previously.
I think the kit you are referencing was called the Navigation Interface Module (NIM), I had it on my 2012 Limited which allowed me to interface my GPS through the radio. I also had an iPod (remember those) that was tethered to my radio through a harness and was controlled/heard through the HD radio. It was pretty slick for it's time...
Unfortunately, it only worked for the Harley Zumo GPS units on the old Harmon-Kardon radio, it would not work with the regular Zumo GPS units.
The newer radios with bluetooth headsets are far beyond that old tech, and also beyond my understanding.....
