CycleVisions sells a DOD sticker plate that mounts to one of your calpiers.
Depending on security and enforcement, you may have not choice but putting the damn thing right on the fork tube. I've seen them done a number of ways @ AAFES. I think as long as you don;t ask, it might be OK an a plate. If you ask.... chances are the answer will be put it on the fork slider.

I put my stickers on a six inch piece of aluminum angle stock. used dremel tool to round out the middle on one of the angles, painted it black, put on stickers. this custom item fits on the horn mounting stud. loosen horn, slide on mount, tighten horn. all done.
