I'm not sure what is wrong with this thing. 2000 E Glide with 7k miles.
Crusing down a straight road with little to no wind and hit a small bump and the whole bike wants to shake it's *** back and forth. (tail wagging) New tires with about 1600 miles onthem and dealer installed at 5k mile check up.
This bike does not like to hold a line real good and if I let go of the steering it wants to go left. It's done that since day one though. The only thing different is I lowered the rear 1" recently, but it's pretty much acted funny since I had the new HD/Dunlops put on it. Hadn't ever done the *** wag before now.
Any clues what to start checking? Axles are tight, tire pressures and shock pressures are good. Hadn't checked an alignment yet.
Kind of reminds me when the yoke bearings in the triple tree are loose. In the turns or when I nail it, it acts like swing arm bushings are loose as it wants to change it tracks some. Of course I know HD doesn't have a standard swingarm set up that I'm use to.
I'd suspect that rear Dungflop tire.
Seen it time and time again and it's happened to me before on my 2000 E-Glide.
Switched to Metzlers and the problem went away.
Added Sta-bo and now the thing is like it's on rails.
You have only 7K on the bike? damn, it should be like new! mine has 130K.
couple things here to double check.
Put it on a jack and check neck bearings for proper tension (see manual).
check tire pressures both front and rear.
Check the rear wheel alignment.
Last you could have a bad rear tire that is causing the wobble.
Remove from bike and set it up on a couple saw horses so you can spin it like going down the road. Watch the tread if it doesn't spin true bad tire.
Also I would go to a Metzler 880 touring tire. Better handling and longer wear.

I had the same thingin 1999. Turned out I had a cracked frame (clear thru)and caused the same sensation. Only when I hit a bump, but then "what the hellll" feels like a high speed wobble at low speed. It was on the right sidedown tube (left sidewas okay)just beforethe radius that curls under the engine. I had to have it heli-arc welded and gusseted. Good as new again. It was out of warranty anyway and probably had weak spot in the tubing.A giant PA pothole forced the seperation. Took it in for inspection and the mechanic found it.Never underestimate a good mechanic, they arehighly skilled technicians and very valuable.
