I haven't seen any of the latest H-D catalogs but last I knew, the skull horn below is not actually for sale by Harley-Davidson. As far as I know, there's not a part number.
I believe it's a Sportster medallion, epoxyed into the center of the horn. You can get them on Ebay.
The black painted ones are in the catalogs or at the dealerships.

It's the airwing horncover, and the sportster gas cap skull cover.....total cost of parts is about $60. You just stick the skull gas cap cover to the horncover and you're done.

I always found it amazing that Harley actually left the middle of the horn tapered and yet didn't sell anything to put in it. 
I had my horn drilled out at a machine shop for $20.00 and I inserted a 95" medallion in there. The shop did a great job making it a nice snug fit.
